In this case we must determine whether the adoption of a child by her maternal grandparents, following the death of her natural mother and with the consent of her natural father, precludes her paternal grandparents from petitioning for visitation with her pursuant to Maryland Code (1984, 1991 Repl. Vol., 1994 Cum.Supp.) § 9-102 of the Family Law Article.1 If adoption is not found to entirely extinguish these grandparents...
