Stanley Gearin was arrested on December 7, 1994, on charges of violating the Georgia Controlled Substances Act, DUI, and carrying a concealed weapon. The truck he was driving when he was arrested was seized pursuant to OCGA § 16-13-49, and the State subsequently filed a complaint for forfeiture.
