In April of 1983, Vernon Lee Evans, Jr., appellant, was hired by Anthony Grandison to kill David Scott Piechowicz and his wife, Cheryl, who had been subpoenaed to testify against Grandison in the United States District Court for the District of Maryland in a narcotics case.
