Plaintiff Craig L. Parham ("Parham") has filed this suit under 42 U.S.C. § 1983 seeking damages for an alleged illegal arrest for possession of a stolen vehicle. Parham was in a stolen car (which he had also driven previously) when it was stopped because of a defective headlight. Parham was later arrested pursuant to a warrant after it became clear that the car was stolen. Parham has waived the pendent state claims...
