On February 13, 1992 plaintiff, George Goehring, was shot in the hand by United States Postal Inspector Mark Carr during the course of a raid on his home. He has filed this suit against Carr and the United States of America, asserting claims against the United States under the Federal Tort Claims Act for assault and battery and negligent planning and execution of a search warrant and against Carr under Bivens v. Six Unknown...
