On April 28, 1993, a federal grand jury sitting in the Southern District of Indiana returned a two count indictment against Kevin T. Foster charging him with aggravated sexual abuse of a minor child in violation of 18 U.S.C. § 2241(c), and abusive sexual conduct involving a minor child in violation of 18 U.S.C. § 2244(a)(1).
