Presiding Justice MURRAY delivered the opinion of the court:

This matter was brought as an administrative review of a final decision of the Retirement Board of the Firemen's Annuity and Benefit Fund of Chicago (Board) which denied Richard Kartch's (Kartch) application for a minimum lifetime annuity1. The trial court affirmed the Board's decision and Kartch now appeals.
