In this case plaintiff sued Alexander County and three government employees, alleging he was damaged by delays in the permitting process in connection with plaintiff's efforts to develop property in the County. The trial court granted summary judgment for the County and one employee, found no liability as to a second employee, and found the third employee liable to plaintiff for damages of $660,368.00.
