Plaintiff-Appellant Linda Morgan brought suit pursuant to 42 U.S.C. § 1983 against Defendants-Appellees City of Albuquerque and Officer Ann Avend-T alleging that she was arrested in violation of the Fourth and Fourteenth Amendments.
