Ronda Anderson, appellee, a nonresident of Iowa, filed her petition for judicial review in Lyon County. W. Hodgeman & Sons, Inc. (Hodgeman) and Aetna Casualty & Surety Company (Aetna) moved to dismiss her petition, claiming that only the Polk County district court had jurisdiction.
