The State appeals the trial court's grant of State Senator Dean's plea in bar to charges of making a false writing, OCGA § 16-10-20. We affirm.

The underlying facts of this dispute are not contested. In 1987, the Georgia Department of Community Affairs and the Polk County Board of Commissioners entered into an agreement by which the Department agreed to a grant of $20,000 to the County. The County agreed to "conduct conceptual planning...
