Before the Court are cross-motions for summary judgment in an action brought under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552. Upon consideration of the motions, the Court finds that defendant properly invoked exemption 5 of the FOIA. The Court, however, also finds that defendant did not adequately address the segregability of factual material from those documents withheld in their entirety...
