This is a due process of law case. It presents the Court with a question of first impression: Does a trial court have the power to grant injunctive relief to prevent a biased decisionmaker from conducting a due process hearing? We have decided to address this question, even though the case is moot because the hearing has already been held. We do so because the question is one of first impression in this Court and because of substantial public interest...
