Plaintiffs, Timothy Faulkner and Tina Kaye Watson, were injured when Faulkner drove his father's 1981 Honda Prelude off the end of an incomplete and unopened section of Interstate 49. Faulkner and Faulkner's father filed suit against the State of Louisiana, through the Department of Transportation and Development (DOTD) and against three private contractors who were working that section of I-49, along with their respective insurers.
