Pursuant to Ala.Code 1975, § 6-6-750 et seq. (the "validation law"), the trial court validated the issuance and sale of certain "limited obligation refunding warrants." The taxpayers and citizens of Shelby County appeal.

On December 27, 1993, the Shelby County Commission adopted Resolution 93-12-27-15, which authorized the issuance and sale of its "limited obligation refunding warrants" in a principal amount not exceeding $30,000,000...
