Petitioners seek in this Court a writ of mandamus to the Honorable Joseph L. Rich, Judge of the Eleventh Judicial District Court, ordering that he empanel a grand jury according to a special grand jury petition filed pursuant to the New Mexico Constitution. See N.M.
