Two appeals concerning the same cause of action are the subject of this opinion, S-92-950 (Ventura I) and S-93-466 (Ventura II). These appeals involve a housing discrimination complaint filed by Raymond Pina with the Nebraska Equal Opportunity Commission (Commission).
