The State of Indiana appeals from the trial court's order granting W. Burke Thomas's motion to suppress evidence obtained as a result of the State's covert video surveillance of Thomas in a state-owned and licensed concession located on state property. The State claims that Thomas did not have a reasonable expectation of privacy in the concession and, thus, that the video surveillance was not an illegal...
