ZAPPALA, Justice.

Jennie I. Pekarski was appointed to the position of District Justice in Bristol Township, Bucks County, in 1978. She subsequently was elected to a full term in 1980 and reelected in 1986. In 1987, Pekarski was convicted by a jury of one count of obstruction of the administration of law. On appeal, Superior Court reversed Pekarski's conviction, Commonwealth v.
