Richard Gregory Gurell ("Gurell") appeals a post-judgment order requiring him to pay "administrative costs" of $547.91 in a URESA proceeding. At issue in this case is whether HRS may promulgate regulations applicable to IV-D1 enforcement proceedings which require nonprevailing parties who have engaged counsel to represent them to pay "standard" administrative costs several times the costs assessed litigants appearing
