This case arises from the application of Paul A. Buckman to Montgomery County (the "County") for "service-connected disability" retirement benefits provided for county employees by § 33-43 of the Montgomery County Code (1984, as amended). The Administrator of Montgomery County's retirement plan (the "Administrator") awarded Buckman a 15% partial and permanent service-connected disability retirement.
