Presently before this court for disposition is an application for relief filed by the Secretary of Education (Secretary) seeking an order directing the Court of Common Pleas of Washington County (trial court) to entertain the Secretary's request for an injunction requiring that students in the Ringgold School District receive the education mandated by the Public School Code of 19491 (Public School Code).
