Samuel Haynes sought social security disability insurance benefits in 1990, alleging a disability since September of 1988 due to frequent blackout spells, high blood pressure, and swelling of his right knee. The Department of Health and Human Services denied his application for benefits, and Haynes requested a hearing before an Administrative Law Judge (ALJ).
