MILLER, Chief Justice.

This is an appeal from a declaratory judgment finding:

1) A self-insured entity is required to provide uninsured motorist coverage; 2) A self-insured entity's uninsured motorist coverage limit is $100,000; 3) A vehicle owner is the primary uninsured carrier; 4) Both a self-insured employer and personal UIM carrier are entitled to offsets for worker's compensation benefits paid.
