The Town of Phippsburg appeals from a judgment entered in the Superior Court (Sagadahoc County, McKinley, A.R.J.) which vacated a decision of the Phippsburg Harbor Commission. The Town argues that the trial court erred in finding that the actions of the Phippsburg Harbor Master, in ordering Peter K.
