On August 29, 1991, Peters Creek Sanitary Authority (Peters Creek) filed a Complaint with the prothonotary of Washington County against Thomas, Janice, and Mark Welch for unpaid sewage charges. A board of arbitrators heard the matter and found in favor of Peters Creek.
