Joshua Jeffrey Olson appeals from a district court judgment affirming a Department of Transportation decision to revoke his driver's license for one year for refusing to submit to a blood-alcohol test. We reverse and hold that a minor taken into custody for drunk driving has a qualified statutory right to have his or her parent contacted, if reasonable under the circumstances, and read the implied consent...
