PER CURIAM.

The Association of Businesses Advocating Tariff Equity (ABATE) appeals as of right a February 22, 1991, decision of the Michigan Public Service Commission (PSC) in PSC Docket No. U-9556 approving a settlement agreement regarding surcharges to be imposed on virtually all ratepayers and denying ABATE'S motion to dismiss. We affirm.
