The Office of Consumer Advocate (OCA) appeals an order of the Pennsylvania Public Utility Commission granting Metropolitan Edison (MetEd) Company's petition for clarification, reconsideration and amendment of a previous commission order which had denied MetEd's request for recovery of the costs of decommissioning1 a nuclear generating facility, Three Mile Island 2 (TMI 2).
