This case involves challenges by certain Montgomery County voters to the councilmanic redistricting plan that was enacted by the Montgomery County Council following the 1990 census and to the process and procedures employed in enacting this plan. After a bench trial, the Circuit Court for Montgomery County (Ferretti, J.) rejected all of these challenges.
