This appeal presents the issue of the constitutionality of sections 5-4-3(a)(3) and (c) of the Unified Code of Corrections (Code) (730 ILCS 5/5-4-3(a)(3), (c) (West 1992)). Section 5-4-3 requires persons convicted of sexual offenses to submit a specimen of blood for genetic marker indexing.
