PER CURIAM:

Micheal A. Johnson appeals from the judgment of the district court dismissing his complaint sua sponte as frivolous, pursuant to 28 U.S.C. § 1915(d). We reverse.

In December 1982, officers of the Metropolitan Police Department arrested Johnson on multiple criminal charges; the officers seized antique firearms and several boxes of photographs and negatives belonging to Johnson. Approximately two years later...
