On January 25, 1993, Gale Kimnach submitted an application for medicaid benefits. Kimnach lived in a nursing home and his wife, Helen Kimnach, lived at home. A resource assessment was completed by the Franklin County Department of Human Services, which identified the resources of the Kimnachs. The resources totaled $152,694.
