James E. Nearhood, Sr. appeals from an order of the Secretary of the Department of Public Welfare (DPW) which affirmed a decision of DPW's Office of Hearings and Appeals (OHA) denying him benefits under the Act of December 8, 1959, P.L. 1718, as amended, 61 P.S. § 951, commonly referred to as Act 534.1
