The City of Wilkes-Barre (City) appeals from the June 9, 1993 judgment of the Court of Common Pleas of Luzerne County (trial court) which denied the City's motion for post-trial relief and affirmed a jury verdict of $30,000 in favor of Joseph J. Balent and George Barto (Owners). Claiming that the City had razed the Owners' fire-damaged building without giving the Owners prior notice, the Owners had sought damages under 42 U.S.C. § 1983 ...
