On January 16, 1993, Wayne County Press, Inc., which publishes a newspaper in Wayne County, Illinois, brought an action under the Freedom of Information Act (5 ILCS 140/1 et seq. (West 1992)) against Georgia Isle, the county clerk of Wayne County. Wayne County Press, Inc.
