Selinsgrove Area School District (Selinsgrove) appeals the May 21, 1993 order of the Court of Common Pleas of Snyder County (trial court) that affirmed the decision of the Snyder County Board of Assessment Appeals (board) granting Hugh Ballard Brooks' (Brooks) request for reclassification1 under the General County Assessment Law (Law).2
