Brown-Bey appeals the dismissal of his petition for a writ of habeas corpus, filed pursuant to D.C.Code § 16-1901 (1989), in which he challenged the rescission of his parole by the District of Columbia Parole Board ("the Board"). He principally claims that the Superior Court erred in not conducting a hearing before denying his petition. He further contends he was denied statutory and constitutional procedural rights...
