Randolph Allen Lucas appeals from his sentence of twenty-nine years' imprisonment, five years' supervised release, and a $100 special assessment imposed by the district court following his pleas of guilty to RICO conspiracy and narcotics conspiracy charges in violation of 18 U.S.C. § 1962(d) (1988) and 21 U.S.C. § 846 (1988). At sentencing, Judge Korman granted the government's motion for a downward departure from the recommended Guidelines...
