This is an appeal from an order granting summary judgment for Scott Reiman (Reiman). He had been sued by Toni Howe (Howe). The basis of the lawsuit arose out of the facts from the infamous situation at the Governor's Mansion (Mansion) in Pierre, South Dakota, on November 28, 1989.
