On February 25, 1992, a federal grand jury indicted Russel J. Lesperance for willfully falsifying material facts in order to obtain a Small Business Administration (SBA) disaster loan in violation of 18 U.S.C. § 1001. A jury of his peers convicted Lesperance on this charge later that year.
