The Department of Licensing (DOL) revoked appellants Broom's, Aichlmayr's and Matuszewski's and respondent Mitchell's drivers' licenses for refusal to submit to a breath test. The Superior Court affirmed the revocations in Broom, Aichlmayr and Matuszewski; they appeal those decisions.
