CATHELL, Judge.
Eugene Cassidy, appellee, an agent for the Baltimore Police Department, was shot in the head while on duty. Appellee sought to collect Workers' Compensation benefits. At a hearing before the Workers' Compensation Commission (Commission), appellee claimed the following injuries: a total loss of vision in both eyes, total loss of his sense of smell, total loss of his sense of taste, and a head injury from the bullet which remains lodged in his head....
