PER CURIAM:

Lawrence Lombardo pleaded guilty to twenty-one counts of conspiracy, loan sharking, and mail fraud. In addition to a four-and-one-half year prison sentence, the district court fined Lombardo $100,000 and ordered him to pay restitution of $400,000 to one of his victims. Lombardo appeals the fine and restitution portions of his sentence. We review for clear error the district court's determination of the appropriate fine. United States v. Rowland,
