The Board of Assessment and Appeals of Luzerne County appeals from an order of the Court of Common Pleas of Luzerne County which granted Paul and Patricia Fosko's tax assessment appeal because it determined that the ratio applied to their property when compared with surrounding properties was not uniform, and revised the assessed value of the property.
