The Nebraska Department of Social Services (DSS) brings two appeals in this dispute between DSS and Scotts Bluff County over which entity must pay detention costs for a juvenile. The Scotts Bluff County Court, sitting as a juvenile court, ordered DSS to pay the costs. In DSS' appeal from the decision of a juvenile review panel, we dismiss for lack of jurisdiction.
