Rosemarie Carr was discharged from her position as Coding Clerk at the United States Attorney's Office because an ear condition frequently caused her to be absent from work for prolonged periods of time without warning, and because she failed to explain or report her absences. She sued under the Rehabilitation Act of 1973 and the Civil Service Reform Act, claiming that handicap discrimination...
