Plaintiff-appellant Katherine Weick filed an administrative complaint of employment discrimination on the basis of sex, which the defendant-appellee, the Department of the Navy, rejected as untimely. The Equal Employment Opportunity Commission (EEOC) affirmed the Navy's action. Weick filed suit in district court claiming that the Navy had violated Title VII of the Civil Rights Act...
