Appellant, District of Columbia ("District"), filed claims against the Estate of Julius Ginsburg seeking payment of delinquent municipal water and sewer service charges, totalling approximately $260,000. Appellees, the personal representatives of Julius Ginsburg ("decedent") denied the claims, and the District filed a petition for allowance of claims in the Orphan's Court for Montgomery County.
