HOUGHTON, J.

Eugene Campos appeals the trial court's grant of summary judgment in favor of the Department of Labor and Industries, concluding that RCW 51.32.160 is constitutional and upholding the Department's denial of Campos's request to reopen his claim for workers' compensation benefits. We affirm.
